Grandia. Developed by Game Arts and published by the consortium ESP exclusively in Japan, in 1997. An English fan translation now exists as well.

Game Arts pulled out all the stops with Grandia, their next big RPG after Lunar 2. Featuring fully 3D fields, towns and dungeons, the game tells the story of young Justin and his quest to become a world-class adventurer. Scored by N. Iwadare and featuring Skywalker Sound, this sterling adventure has recently been translated to English!

The water effects here are sensational.
The maps can get confusing since they’re fully rotatable. Hence the compass.
Spells get stronger as the adventure goes on.
